This international colloquium has been prepared by 16 meetings (in Fench: séminaire). It has lead to a book published in September Looking for the European Interest .
The European Union has to become a global political player in order to shape globalisation. Its action should make world growth more sustainable and fair and to draw nations closer in order to prevent and manage conflicts in a peaceful way. But today the Member States defend narrowly their national interests and keep different opinions on external policies. We propose here new ways to overcome this fragmentation in order to define and share common views about what the European interest is. We are calling for a change of mind. The Europeans have to clearly assume the choice of opening societies and globalisation which also means a change in their lifestyle and type of growth. This means sharing European education and a renewal of the European social model. In order to found a true economic Union we propose a definition of what the domains of strategic common interests are and how to link together the Union’s internal and external policies.
Today the potential of the European citizens is not in motion and it won’t be unless there is a real collective commitment. We propose deep changes for the method and governance of the European institutions so as to reach this objective. We have to establish co-responsibilities between nations and the European Union and a capacity of coordination and leadership which remains very weak*.
